Study in Germany
State universities in Germany generally charge no tuition for bachelor's and most master's degrees. So Germany is low-tuition. It is not low-cost. You still pay a semester contribution and your living costs, and for the student visa you must show €11,904 for your first year, for example in a blocked account.
Below: what a year costs in rupees, who can apply after Class 12, what the APS certificate is, and how the visa works from India. Every figure comes from an official source (German government, DAAD, APS India; rupee rates from the European Central Bank), checked on 18 October 2026.

Why study in Germany?
- Little or no tuition at state universities for bachelor's and most master's degrees (Baden-Württemberg charges non-EU students, and Bavarian universities may; see below).
- Two intakes a year: winter (September/October) and summer (March/April).
- Courses in German and English. The German missions in India accept IELTS as well as German tests, depending on your course language.
- Scholarships open to Indian students, including DAAD awards and the Deutschlandstipendium.
- Part-time work is allowed within set limits while you study.

Is Germany right for you?
Germany suits students who plan early and don't mind paperwork. Check three things first.
After Class 12. With a Class 12 certificate from an Indian board, you usually can't go straight into a German degree. DAAD India lists these routes:
- A Studienkolleg (foundation course) in Germany, then the Feststellungsprüfung (FSP) exam.
- A valid IIT-JEE Advanced result, for technology and natural science subjects.
- One completed year at an Indian university in a related subject.
- An IB or GCE qualification with the right subjects.
A Studienkolleg usually lasts two semesters, is taught in German and needs German at about B1 to B2 plus an entrance exam. Passing the FSP lets you apply to matching courses. It doesn't promise a place.
The APS certificate. If you studied in India, you will almost always need an APS certificate from APS India, for both admission and the visa. The fee is ₹18,000 (an official fee in rupees) and isn't refunded. You register online, pay, then courier your documents to APS India. A digital certificate comes by email.
From the summer semester 2027 intake, master's applicants in affected fields must also submit a Digital Master Test (dMAT) certificate, unless exempt, before APS India can issue their certificate. It costs €150 (about ₹16,000, approx., ECB rate of 16 Oct 2026). Check aps-india.de to see if your degree field is affected.
Language. The German missions in India say degree study generally needs C1 in the course language.
Cost of studying in Germany for Indian students (in INR)
Rupee conversions on this page are approx., ECB rate of 16 Oct 2026 (European Central Bank, 1 EUR = ₹106.86). Fees are charged in euros.
Tuition
State universities generally charge none for bachelor's and most master's degrees. Baden-Württemberg charges non-EU students €1,500 per semester (about ₹1,60,300, approx., ECB rate of 16 Oct 2026). In Bavaria, each university decides, and DAAD says it can be several thousand euros per semester. Some continuing-education master's courses may charge fees, and private universities may charge more. Always check the programme page.
Semester contribution
Every student pays €70 to €430 each semester (about ₹7,500 to ₹46,000, approx., ECB rate of 16 Oct 2026). It covers student services and, at many universities, a local transport ticket.
Living costs
DAAD puts living costs at €900 to €1,200 a month, depending on the city (about ₹96,200 to ₹1,28,200 a month, approx., ECB rate of 16 Oct 2026).
Proof of funds and the blocked account
For the visa you must show €992 a month, or €11,904 for the first year (about ₹12,72,100, approx., ECB rate of 16 Oct 2026). One way is a blocked account (Sperrkonto). You open it before you apply, then no more than €992 a month can be withdrawn. It is your own living money, not an extra fee. A formal declaration of commitment by a sponsor in Germany, or a German or EU scholarship, can also be used.

Courses and universities
Whether you're looking at engineering, computer science, data science, management or another subject, we don't start from a ranking list. We start from your marks, budget and preferred language, then help you choose a course at state or private universities whose entry rules and deadlines fit.
Intakes and timeline
DAAD's typical application windows:
- Winter semester (starts September/October): apply early May to 15 July.
- Summer semester (starts March/April): apply early December to 15 January. About a quarter of bachelor's courses offer a summer start.
Private universities may have other deadlines. For students starting to plan now, the next realistic starts are summer 2027 (where offered) and winter 2027/28.
A typical plan for a winter start:
- 12 to 8 months before: shortlist courses, book a language test, apply for APS (and dMAT if needed).
- May to 15 July: send applications.
- August to September: accept an offer, open the blocked account, arrange health insurance, apply for the visa.
- September/October: travel and enrol.
These are typical dates. Confirm every deadline with the university.
Germany student visa from India
You need a national (D) visa for study. Start in the Consular Services Portal with a short questionnaire. Bachelor's and master's applicants who need APS then book at VFS; programmes that don't lead to a German degree go to the Embassy or a Consulate. You can't choose the category, and the wrong one means your application isn't accepted.
The fee is €75 for adults, paid in rupees at the appointment and non-refundable, plus a VFS service fee. Forms are free, and the missions say you don't need an agent.
Main documents: passport (issued within 10 years, two blank pages); Class 10 and 12 marksheets or degree and transcripts; language certificate; APS certificate; admission letter; motivation letter and tabular CV; proof of funds; first-year fee proof for private universities; health insurance from arrival.
Your residence permit is usually issued for two years and, if you haven't finished your degree, you can ask to renew it for two more.
Scholarships
Nobody can promise you a scholarship, but two are worth knowing about:
- DAAD Study Scholarships, Master Studies for All Academic Disciplines: €992 a month plus payments towards insurance, a travel allowance on application and €460 a year for study costs, for 10 to 24 months, funding study from winter 2027/28. See DAAD India: Find funding.
- Deutschlandstipendium: €300 a month for high-achieving students of all nationalities at participating universities. You apply to your university, and it isn't income-based.

At a state university with no tuition, plan for roughly ₹12 lakh to ₹16.7 lakh a year (approx., ECB rate of 16 Oct 2026). That covers living costs of €900 to €1,200 a month, two semester contributions, APS, blocked account set-up and the visa fee. Flights and health insurance are extra.
You need €992 a month, which is €11,904 for the first year (about ₹12,72,100, approx., ECB rate of 16 Oct 2026). You open the account before applying for the visa and no more than €992 a month can be withdrawn. Set-up costs €70 to €150.
You need proof of the language your course is taught in, generally at C1 for degree study. IELTS is accepted for English; Goethe, ÖSD and telc for German. Duolingo, PTE and TOEFL Home Edition are not recognised for applications made in India. Check each course's own language requirement.
APS India verifies Indian school and university documents. If you studied in India, you will almost always need an APS certificate for admission and the student visa. The fee is ₹18,000 and is non-refundable. PhD applicants and IB diploma holders are among those exempt.
Not usually straight into a degree. With an Indian board Class 12 certificate, the main routes are a Studienkolleg in Germany plus the FSP exam, a valid JEE Advanced result for technology or science subjects, or one completed year at an Indian university in a related subject.
Yes. With a study residence permit you can work up to 140 full days or 280 half days a year, or up to 20 hours a week. Part-time earnings don't replace the proof of funds, which you must show before your visa is issued.
There are two. The winter semester starts in September or October, with applications usually from early May to 15 July. The summer semester starts in March or April, with applications usually from early December to 15 January. Private universities may have other deadlines.
